A full standards-mapping audit demonstrating how the AI RTO Compliance Moodle™ plugin satisfies every requirement of the Australian Vocational Education and Training Management Information Statistical Standard — Release 8.0.
Verified against NCVER AVETMISS Data Element Definitions Edition 2.3
Australia's national standard for VET statistical data, maintained by NCVER.
AVETMISS (Australian Vocational Education and Training Management Information Statistical Standard) Release 8.0 is the mandatory data standard for all Registered Training Organisations (RTOs) in Australia. Every RTO must report enrolment and outcome data in this format to their State Training Authority and NCVER annually.
AVETMISS data is submitted as a suite of fixed-format plain-text NAT files — from NAT00010 (RTO details) through to NAT00130 (prior educational achievement). Each file has strict field widths, valid code lists, and cross-file referential integrity rules enforced by the NCVER AVETMISS Validation Software (AVS).
The current data element definitions are Edition 2.3, published by NCVER. This governs valid code lists, field descriptions, and business rules across all NAT files. AI RTO Compliance is built to Edition 2.3 — all student profiling forms, code dropdowns, and export logic reference Edition 2.3 valid values.

Key Data Elements
Covered by Plugin Feature
RTO Settings & TOID Configuration
Configured once in the plugin's RTO Settings panel. TOID, legal name, and address export directly to NAT00010. State Identifier auto-derives from the registered address. All fields validated against AVETMISS format rules before export.
View in DocsLists every physical address where training is delivered — required for any enrolment with a 'F' (face-to-face) delivery mode component.
Key Data Elements
Covered by Plugin Feature
Delivery Locations Manager
The Delivery Locations register (added v4.4.4) lets admins add, edit, and deactivate physical training venues. Each enrolment maps to a location. State dropdown auto-sets the AVETMISS state code. Every active location exports as a NAT00020 row.
View in DocsDefines every qualification or course the RTO is approved to deliver, including the national TGA identifier and AQF level.
Key Data Elements
Covered by Plugin Feature
Qualification Builder (TGA API)
Qualifications are built via the TGA (training.gov.au) SOAP API. Units, packaging rules, nominal hours, and ASCED codes are fetched automatically. Manual packaging-rules paste box available for TGA gaps. Each qualification exports a NAT00030 record.
View in DocsA catalogue of every unit of competency or module the RTO delivers, referenced by every enrolment outcome in NAT00120.

Unit Catalogue (TGA API + Moodle Course Mapping)
Units are pulled from TGA with nominal hours pre-filled. Each unit maps to one or more Moodle courses. The plugin tracks multiple delivery course variants per unit (v5.9.290) — CD/EL/ND streams detected automatically so any variant triggers the NAT00060 subject record.
View in DocsThe student's personal demographic record — the most data-intensive file. Every enrolment in NAT00090 must reference a valid NAT00080 client.
Key Data Elements
Covered by Plugin Feature
Student Profile Collection (AVETMISS Enrolment Form)
The plugin auto-inserts an AVETMISS profiling form into every Moodle enrolment. All 14+ NAT00080 fields are collected and validated. USI is verified in real-time against the government portal. Indigenous, disability, and employment fields use official AVETMISS code lists. Student profiles export directly to NAT00080 without any manual re-entry.
View in DocsExtends the client record for international students enrolled under a CRICOS registration, including their visa class and provider code.
Key Data Elements
Covered by Plugin Feature
International / CRICOS Student Enrolment Cohort
The Certificate Template Audiences feature (v4.3.0) includes a dedicated CRICOS/International cohort. CRICOS provider code and course code fields are collected during enrolment. Students in this cohort generate NAT00085 supplemental rows in the export.
View in DocsThe core transactional file linking a client to a programme, specifying funding source, delivery mode, and training dates.

Enrolment Engine + State Funding Configuration
Every Moodle enrolment triggers an AVETMISS enrolment record. Funding Source (National) and State Training Authority codes are pre-configured per state (all 8 states & territories). Training contract IDs, employer ABNs, delivery modes, and fee fields are collected and validated. The plugin handles apprentices, trainees, fee-for-service, state-funded, and VET Student Loan cohorts.

NAT Export Engine + RPL & Credit Transfer Register
Unit-level outcomes are tracked automatically as students complete Moodle activities. Outcome codes (20 Competency Achieved, 30 Competency Not Achieved, 40 Withdrawn, 51 RPL Granted, 52 RPL Not Granted, 60 Credit Transfer, 70 Continuing Enrolment, etc.) are applied automatically or manually overridden. The RPL & Credit Transfer Register (v4.4.4) feeds outcomes 51/52/60 directly into NAT00120.

AVETMISS Student Profile — Prior Educational Achievement Section
Prior Educational Achievement Flag and Type are collected in the AVETMISS enrolment form as part of the NAT00080 profile. Where students have multiple prior qualifications, each is captured individually and exported as separate NAT00130 rows.
View in DocsEvery NCVER-defined Outcome Identifier is supported in the NAT00120 export.

How the plugin covers every critical dimension of AVETMISS compliance.
Every student's Unique Student Identifier is verified against the USI Registry before enrolment is finalised. The plugin integrates with the government's web service — invalid or missing USIs are flagged in the compliance dashboard. NAT00080 will never export a client without a verified USI.
Funding Source (State Training Authority) codes are pre-configured for NSW, VIC, QLD, SA, WA, TAS, ACT, and NT. The correct state code auto-populates on enrolments based on delivery location. Apprenticeship, traineeship, fee-for-service, and VET Student Loan cohorts each have separate funding source mappings.
When ASQA supersedes a qualification or unit on Training.gov.au, the Transitions register tracks the teach-out deadline, student notification log, credit transfer mapping, and transition status. Superseded subject code 61 in NAT00120 is applied automatically for units migrated under a transition.
VET Workforce Management (v4.4.4) records every trainer's TAE qualifications, vocational competency evidence, industry currency log, and CPD hours. The workforce register exports to ASQA self-assurance evidence and indirectly supports the RTO's obligation to demonstrate trainer currency as required alongside AVETMISS submissions.
Before any NAT export, the plugin runs the same validation rules as NCVER's AVS — checking USI presence, funding code completeness, date sequencing, nominal hours consistency, and state contract numbers. Errors are surfaced in a compliance dashboard with plain-English descriptions, so you fix issues before NCVER rejects the file.
Testamurs, Statements of Attainment, and Records of Results are generated with QR verification, NRT mark, AQF mark, and organisation seal — all ASQA conditions of use compliant. Certificate audiences (apprentices, CRICOS, school-based, VET Student Loan) automatically select the correct template and feed the corresponding AVETMISS cohort.
